Park Control
CPU Parking is a low-power sleep state (C6) offered among most current CPUs and software platforms. It periodically shuts Processor cores in an attempt to save power while idle. However, doing so increases CPU unparking delay while executing code.
The aggressive core parking of Windows leads to a large deal of waste during exploding CPU demands. Skylake marked Intel's relocation of core driving management onto the chip, quickly followed by AMD; nonetheless, Windows power plan settings still forcefully store CPU cores. Even the "High Performance" power settings, usually the default, are safe.
Coreprio
Unlike AMD's approach, Coreprio's Dynamic Local Mode (DLM) allows the user to modify the CPU affinities, thread number, frame rate, and included/excluded programs.
The AMD Threadripper 2990wx and 2970wx CPUs have unequal die efficiency. Thus the designers came up with Dynamic Local Mode to fix the problem. There may be further applications.
DLM does this by constantly moving the busiest program processes to the higher-priority CPU cores. The Microsoft CPU scheduler has complete autonomy in deciding where to place individual threads on those CPUs.
